416.01 RIGHT OF WAY IN CROSSWALK.
   (a)   When traffic control signals are not in place, not in operation or not clearly assigning the right of way, the driver of a vehicle shall stop and yield the right of way, to any person crossing the roadway within a crosswalk when the person is located at any point within the crosswalk, or is entering the crosswalk from an adjacent sidewalk ramp, curb, or roadway.
   (b)   No person shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close as to constitute an immediate hazard.
   (c)   Whenever any vehicle is stopped to permit a person to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle.
   (d)   Whoever violates subsection (a) hereof is guilty of a misdemeanor of the third degree, with a minimum fine of $250.00.
