The Mayor may:
(a) Mark lanes for traffic on street pavements at such places as they may deem advisable in the interest of public safety; and
(b) Determine those portions of any street where overtaking and passing other traffic or driving to the left of the center, offset center or centerline of a street or roadway would be especially hazardous, and may, by appropriate signs or markings on the street or roadway, indicate the beginning and end of such zones. Such zones shall be so designated in the following manner: an auxiliary yellow line placed parallel and to the right of the normal centerline or offset centerline.
