The Mayor may establish certain routes which shall be designated as through truck routes for those vehicles which are designed to haul or carry property with a load carrying capacity of one ton or more, provided, however, that such vehicles may use other streets and alleys for the purpose of loading or unloading property or to travel to or from the usual place of storage of the vehicle.
