The Mayor shall establish and designate traffic control signal intersections, at which intersections traffic control signals to regulate traffic shall be maintained. The Mayor shall have all necessary authority to install at such locations any lawful traffic control signal when in their discretion it is necessary to expedite travel and promote public safety.
