The Recreation Board shall, before the first day of June in each year, submit to the Mayor an estimate of contemplated revenue and expenditures for the ensuing fiscal year, which may be approved in whole or in part by Council and included in the budget. The Board shall operate within the budget as so approved and the expenses thereof shall be payable from the Treasury of the City and of the School District if it joins with the City in the recreational program. The Board may also solicit and receive gifts or bequests of money or other personal property for use in providing adequate public recreation service to the City.
