Immediately after its appointment, the Recreation Board shall meet and organize by electing one of its members Chairman. It shall also elect a Secretary, who may or may not be a member of the Board. It shall also elect such other officers as may be necessary. All officers shall serve for a period of one year. The Board shall have the power to adopt bylaws, rules and regulations for the proper conduct of public recreation for the City, and of all business within its jurisdiction.
