(a) A President Pro Tempore and a Vice-President Pro Tempore shall be elected by the Board at its first regular meeting in February of each year. Each shall hold office for one year and until the successor is elected and qualified.
(b) If the offices of President Pro Tempore or Vice-President Pro Tempore become vacant, the Board shall elect a successor from its membership within two months. The Board may elect an interim officer at its next regular meeting. The President Pro Tempore and Vice- President Pro Tempore shall be entitled to vote on the Board. (A.O.)
(c) The Board shall appoint a Health Commissioner who shall serve as the Secretary of the Board; provided, however, that notwithstanding the foregoing, the City may contract for all public health services, including the services of a health commissioner, with the board of health of another jurisdiction. In the event that the City contracts for public health services, the Board shall not appoint a Health Commissioner and the duties of Health Commissioner and Secretary of the Board shall be performed by the contracting entity and its designated officials. In the event that the City shall contract with the board of health of another jurisdiction to provide all public health services of the City, for purposes of this chapter “Health Commissioner” shall mean the contracting entity and its designated officials.
