264.01 PREPARATION AND SUBMISSION OF PLAN.

The Mayor shall cause to be prepared and submitted to Council at or before its first meeting in June 2000 a strategic plan for the City, which shall include, but not be limited to, issues of residential and commercial development, infrastructure, finances, safety and community quality of life.
