(a) The position of Superintendent of Water Lines and Service is hereby created as of October 1, 1970, the duties, responsibility and authority of which position shall be determined and designated by the Mayor and be subject to amendment by the Mayor whenever he deems it necessary.
(b) The compensation of the Superintendent of Water Lines and Service shall be payable fifty percent out of the Water Fund and fifty percent out of the Sewer Fund and shall be determined by the Mayor within a range determined by Council, and such Superintendent shall be paid every two weeks.
