(A) Any vehicle parked in violation of this chapter is hereby declared to constitute a nuisance. That nuisance may be abated by the removal and impoundment of the vehicle by the Police Department.
(B) The vehicles shall be released to the owner thereof upon payment of storage and towing costs, if any, and other fines, penalties or costs as may be imposed by law.
