(A) The Town Council resolves that the impact of storm water runoff from all developed or developing territory located within the town should be considered in public and private projects alike within the town by weighing the risks, benefits and costs to the property owners affected and general public as a whole.
(B) Furthermore, the town declares that the town’s code and enactments shall be applied so that no erosion by wind or water, nor storm water run-off shall be permitted that will carry objectionable substances onto neighboring properties or threaten or cause damage to neighboring properties.
