§ 34.43 FUND FOR IMPROVEMENTS.
   (A)   The Park and Recreation Board and in the judgment of the Board may, if it shall find the necessity therefore, by ordinance, create a special non-reverting capital fund for the purposes of acquiring land or making specific capital improvements.
   (B)   The Town Council may include from year to year, in the Board's budget an item and an appropriation tor these specific purposes.
   (C)   Monies placed in the non-reverting capital fund shall not be withdrawn except for the purposes for which the fund was created, unless the Town Council repeals the ordinance. That repeal shall not be made under suspension of the rules.
