§ 32.08 FORMAL ACTION.
   (A)   The President shall preserve order and decorum at all meetings and may invoke the assistance of the Town Marshal in removing from a meeting any person who interferes with the orderly proceeding of the meeting.
   (B)   Council action shall be effective only upon motion duly made, seconded and adopted by a vote of 3 of the 5 Council Members, unless a greater vote is required by statute.
   (C)   The President shall put all motions to a vote by first advising that a motion has been made and seconded and asking “all in favor of the motion say “Aye,” and “All opposed to the motion say “No.”
Any Council member may prior to the vote cause the motion to be read aloud to clarify the substance of the motion before the Council.
   (D)   No ordinance may be enacted until after the successful adoption upon 2 readings.
   (E)   These rules may be altered, amended or suspended only by a vote of 2/3 of the members present.
