(A) It shall be the duty of the operator and of any subordinate in charge of any parking lot to keep the surface thereof free of nails, glass, litter and other substances capable of causing a nuisance to the general public and of causing damage to motor vehicles.
(B) It shall further be the duty of the operator or subordinate to surface the parking lot area with a semipermanent or permanent hard surface sufficient to keep the parking lot area surface free of dust and mud.
(C) (1) Each day's failure to comply with this section shall constitute a separate offense.
(2) Where a hard surface is used, the parking surface shall be pitched in a manner so that drainage will be away from any public street or road.
