§ 153.03 STREET CONSTRUCTION STANDARDS.
   (A)   In the event that it is necessary to construct a street on a public right-of-way for the purpose of providing access from a zoning parcel to the nearest improved street, the street improvements shall be at the sole expense of the property owner(s).
   (B)   The street shall be constructed in accordance with the following standards:
      (1)   An asphalt paved crowned surface to provide draining of surface waters off of the roadway, with an improved shoulder of 2 feet in width on each side.
      (2)   The proposed asphalt paved street widths shall be provided using the town-authorized street map consisting of the following designations:
         (a)   Arterials: 18 feet to 32 feet;
         (b)   Collectors: 15 feet to 25 feet; and
         (c)   Locals: 12 feet to 15 feet.
      (3)   Street widths will be determined by the Street Superintendent and the Building Commissioner, and the improved street shall consist of the following:
         (a)   Compact base (in town sand is generally the base);
         (b)   Lay 8 inches of Indiana #53 limestone (not slag) and compact;
         (c)   Lay 2 inches of asphalt base;
         (d)   Lay 1-1/2 inches of asphalt top coat; and
         (e)   Lay shoulder of 6 inches of Indiana limestone compacted 2 feet wide.
      (4)   The appropriate water lines of a size and type determined by the town, or its designee, the Michigan City Water Department, to be appropriate under the circumstances, shall also be installed according to the town's standards for the complete length of the newly constructed or newly paved street, including the installation of fire hydrants at locations and intervals required by town ordinance.
   (C)   Prior to any construction the property owner(s) shall present to the Building Site Committee a certified plat of survey in triplicate of the property by a registered Indiana land surveyor at a scale not more than 1 inch equals 20 feet indicating swales, ditches, flow line, top and toe of slopes, and high point.
   (D)   Topographical contours shall be shown at 2-foot intervals except in cases of steep dune topography where 5-foot intervals should be shown, as well as 2 established benchmarks at assumed elevation in cases where sea level elevation is not available.
   (E)   The topographical drawing shall also show:
      (1)   The placement and size of all existing trees more than 8 inches in diameter, measured 4 feet above ground level and those proposed to be removed;
      (2)   Underground utilities on or within 10 feet of the property;
      (3)   Overlay drawing of the topographical drawing showing the proposed location of the street upon the property and the proposed topography upon the completion of the proposed street; and
      (4)   The property owner is to have 3 test cores taken through the new road, and copies of the test cores are to be sent to the Building Commissioner for approval.
