The Clerk-Treasurer shall make out all licenses granted to peddlers, hawkers, itinerant vendors and solicitors under this chapter and each license shall be properly signed by the Clerk-Treasurer and the Chief of Police, upon the Clerk-Treasurer having received from the applicant the proper sum for the license and all other terms of this section having been complied with.
