It shall be unlawful for any person to drive, ride, or propel any vehicle upon any sidewalk, except over a permanently constructed driveway; provided further when there are unusual circumstances necessitating driving a vehicle across a sidewalk at a point other than a permanent driveway for purposes of loading or unloading such vehicle, written authorization may be granted by the transportation/engineering official.
