5-7-15: HEARING ON ASSESSMENT:
Persons served with a notice of assessment, or any other person holding an interest in the property, may object to the proposed assessment by filing a written protest with the city clerk prior to the time set for the hearing. The city clerk shall present to the council all protests so filed. The council, sitting as a board of equalization at the hearing, may modify or correct any assessment, and if no corrections or modifications are made, the assessment shall be deemed confirmed. The decision of the council thereon shall be final and conclusive, and the assessment shall thereupon become a lien against the property and shall remain a lien thereon until the assessment is paid.
