Within fourteen (14) days after the filing of the statement referred to in section 5-7-12 of this chapter, the city clerk shall cause to be served under the procedure set forth in subsection 5-7-10A of this chapter, upon the owner, agent of the owner, lessee, occupant, or person in possession of the premises described in the statement a notice of a hearing on the assessment of costs before the city council.
