5-6-501: LITTERING AND DISTRIBUTION OF ADVERTISING MATERIALS UPON RESIDENTIAL PROPERTY:
   A.   No person shall place, deposit, affix, drop, throw, scatter, or cast upon any lawn, walkway, driveway, courtyard, entrance or other exterior portion of any residential property, whether or not secured to the residential structure or property, any advertising material if the owner, agent, occupant, or person in control or possession of the property has filed with the director of finance a written statement expressing his or her refusal to receive such advertising material. For the purposes of this article, "advertising material" shall mean any handbill, pamphlet, circular, leaflet, or other written material devised or intended to promote any commercial or moneymaking activity.
   B.   The director of finance shall maintain a "refusal list" of those residential properties for which a refusal to receive such advertising material has been communicated pursuant to subsection A of this section.
   C.   The director of finance shall provide the "refusal list", upon payment of a fee to defray the actual cost of preparing the list, to any person desiring to distribute advertising material upon residential property. No person shall distribute advertising material upon residential property, without first having obtained the "refusal list" from the director of finance.
   D.   Any person who distributes advertising material upon residential property shall obtain a current "refusal list" upon each renewal of his or her business license pursuant to section 3-1-206 of this code. The director of finance shall provide the current "refusal list" upon payment of a fee to defray the actual cost of preparing the list. No person shall distribute advertising material upon residential property without first having obtained a current "refusal list" from the director of finance.
   E.   The director of finance shall mail to each distributor of advertising material who has a business license any written statements filed by owners or occupants of residential properties with the director after the issuance or renewal of the distributor's business license.
