Any decision of the director of community services or designee made pursuant to this chapter may be appealed to the city council pursuant to the provisions of title 1, chapter 4, article 1 of this code.
On appeal or upon a referral from the director or designee, the city council may issue a special event permit if it makes the determinations set forth in section 4-8-7 of this chapter or if it finds that the special event will bring an overriding benefit to the city of Beverly Hills.
