4-2-1906: RESTRICTIONS AND PROHIBITIONS:
A vendor shall comply with the following restrictions and prohibitions:
   A.   Sales from carts shall be limited to the following products: nonalcoholic beverages; bakery goods, such as pastries, cakes, and similar items; frozen desserts, such as ice cream, yogurt, popsicles, and similar novelties; fruits; and flowers. No products, other than beverages, shall be cooked or heated at the cart.
   B.   No more than one cart shall be located on any site area, as that term is defined in title 10 of this Code. Furthermore, carts shall be located only in those outdoor areas on private property which are at least four hundred fifty (450) square feet in size.
   C.   No cart shall exceed a height of eight feet (8'), a width of three feet (3') or a length of eight feet (8').
   D.   Carts shall not impede or obstruct ingress to or egress from any private property or any structure.
   E.   Carts shall at all times remain at least six feet (6') from the public sidewalk.
   F.   Carts shall not be permitted in any private surface parking lot or parking structure, nor shall any cart occupy any existing parking space or loading area or impede or obstruct ingress to or egress from any parking space or loading facility.
   G.   Carts shall be stored, and fully enclosed by walls and a roof, within a permanent building when not in use for the purpose of conducting an outdoor vending business.
   H.   Carts shall not be accompanied by accessories, including, but not limited to, tables, chairs, benches and umbrellas except that one chair and one umbrella may be provided for the purpose of allowing the vendor or an employee to be seated in shade. In addition, notwithstanding the foregoing, a vendor shall place and maintain a clearly designated litter receptacle in the immediate vicinity of the cart.
   I.   Prior to leaving an outdoor vending location, a vendor shall pick up and place in an appropriate litter receptacle all trash and refuse which consists of materials used by the vendor in preparing or dispensing products, including any packages or containers left by patrons.
   J.   No vendor shall make an outcry, blow a horn, ring a bell, or use any sound device or musical instrument for the purpose of attracting the attention of potential patrons.
   K.   All carts, all signage associated with any cart, and all accessories permitted or required pursuant to subsection H of this section, shall be subject to architectural review pursuant to title 10, chapter 3, article 30 of this code.
   L.   Vendors shall comply with all requirements and regulations of the Los Angeles County department of health. (Ord. 94-O-2220, eff. 12-23-1994)
