No person who serves or delivers, or is the manager of a person who serves or delivers any alcoholic beverage to a customer in a place of business engaged in dispensing beer, wine or distilled spirits to customers under a state on-sale license shall engage in such activity without an identification card issued under the provisions of chapter 1, article 2 of this title. Such person shall have an identification card in their possession at all times when engaged in this activity. (1962 Code § 4-6.01 et seq.)
