The criteria of section 4-1-103 of this title, with the exception of subsection A thereof, shall apply to issuance or denial of the permit. Minor deviations from the provisions of section 4-2-1603 of this article may be granted in issuing the permit, where such modifications will not impact upon surrounding uses, and will not adversely affect the public health, welfare, and safety.
