No officer or employee of the city or any other person, directly or indirectly, shall solicit or receive, or in any manner be directly or indirectly involved in soliciting or receiving, from anyone on the eligible lists or employed in the classified service of the city any assessment, subscription, contribution, or political service for aiding or assisting in the campaign for election or appointment to any political or official position in the city service or to any position in the classified service of the city.
