10-2-509: REJECTION OF TENTATIVE PARCEL MAPS:
If the tentative parcel map is rejected either by the planning commission, or by the council on appeal by the applicant, the applicant and his successors and assigns shall be barred from filing a new application with reference to such lot or parcel, or any part thereof, for a period of one year after the date of such rejection, except upon the grounds of new evidence or changed conditions.
