Each final parcel map shall include a statement that the park and recreation facilities construction taxes set forth in title 3, chapter 1, article 7 of this code may be required to be paid upon the issuance of any building permit for the construction of any building or structure or any addition thereto, on any property or in any building located in the subdivision.
