All streets and alleys located in any subdivision of land or immediately adjacent thereto shall be paved. The width, thickness, and type of paving shall be as required by the city engineer, having due regard to the location of the subdivision, the pavement of adjacent streets and alleys, and the anticipated use or traffic thereon.
