When, in the opinion of the appropriate code enforcement official, the operation of the amusement constitutes an immediate threat to any individual's health or safety, the license of the amusement shall be revoked, and the amusement shall cease to operate. The decision of the official may be appealed to the city council, which may affirm, rescind, or modify that decision. (2008 Code § 3-5)
