Approval of the preliminary plat shall be effective for a period of eighteen (18) months unless, upon request of the applicant, the council grants an extension. The final plat shall be submitted to the clerk and, if it is not received within eighteen (18) months, all previous actions by the council with respect to the plat shall be deemed to be null and void.
