(A) Every site plan shall be submitted to the City Community Development Director three identical copies on one or more sheets of paper and a digital format copy, drawn to a standardized scale, certified by a licensed land surveyor, professional engineer or professional architect and with the name, address and telephone number of the owner, developer and designer, which shall show the following:
(1) North arrow.
(2) The legal description of the property written on the plan or attached, and identity of the location of the tract, with regard to corner of the section, block and street corners.
(3) All property lines accurately drawn to scale with the dimensions of each line numerically illustrated in feet.
(4) Physical indication of boundaries, such as monuments, markers and fences and all encroachments or deviations from description of subject property or conflict with descriptions of adjacent properties; and the location, height and type of each wall, fence and all other types of screening.
(5) The exact location, dimensions and type of all easements that abut and/or are situated on the property shall be shown.
(6) All adjacent street and alley rights-of-way, showing the centerline of each, the width and length of each, and any street names. Property lines shall be included as a part of these rights-of-ways by showing dimensions from the centerline.
(7) The location of all existing or proposed utility service, including:
(a) Location and size of all sanitary sewer facilities and water lines, existing and proposed.
(b) Location and capacity of all drainage structures and pipes, existing and proposed, including contour lines to indicate natural flows, and the direction of flow of stormwater facilities. If the location is within a floodplain area, the first-floor elevation should also be included.
(8) The location of every existing and proposed building on the property.
(a) The buildings shall be located by indicating the distance from each building to all rights-of-way, property lines and other buildings.
(b) The dimensions and total square footage in each floor of every existing and proposed building shall be specified, including the square footage in each floor that is contained in areas designed for storage, utilities and building services.
(c) Statement concerning the specific uses of every existing and proposed building.
(d) The number of dwelling units in each building, where applicable.
(e) Locate each dumpster pad; (The pad shall be constructed of concrete and dimensioned ten feet by ten feet by six inches. Pads shall be readily accessible to rear loading sanitation trucks.)
(9) Existing and proposed elevations over the entire property by accurately platted contour lines at a one-foot vertical interval and the elevations of a reasonable portion of adjacent property; and elevations of existing streets, roads, drives, walks, curbs and catch basins.
(10) The location, dimensions and type of surfacing for proposed driveways, parking spaces, loading spaces and on-site sidewalks; (All parking areas shall indicate the type of paving through the use of a typical section.)
(11) Demonstration that hazards or damage to other property will not be created by any channeling, cutting, filling, bulk-heading or other treatment of water flow from or past the site.
(12) The site plan shall indicate if the development is to proceed in phases or not.
(B) Every person, firm or corporation which submits a site plan for approval shall pay a fee to the City Clerk in an amount as may be established by resolution of the City Council.
