§ 154.76 CONSTRUCTION PERMIT FOR OFF- SITE IMPROVEMENTS.
   (A)   A construction permit issued by the office of the City Engineer shall be required prior to any construction or installation of improvements to be located within street and alley right-of-way or to be located within utility or drainage easements.
   (B)   The issuance of the construction permit shall be conditioned upon the following:
      (1)   Final plat approval by the Council;
      (2)   Approval by the City Engineer of preliminary plans and specifications for the construction and installation of the improvements;
      (3)   Submission of a performance bond in a form and amount approved by the City Engineer and City Attorney;
      (4)   Payment to the city of an inspection fee in an amount as follows:
         (a)   Two percent of the first $100,000 construction costs;
         (b)   One and one-half percent of the next $100,000 construction cost; and
         (c)   One percent of all over $200,000 construction cost.
      (5)   The date of commencement of the construction shall be approved by the City Engineer.
