(A) There is hereby established the Library Advisory Board, consisting of five members, four of whom shall be appointed by the Mayor, one from each ward.
(B) The fifth member shall be the City Manager or his or her designee. The four members appointed by the Mayor shall serve for one year or until their successors have been appointed and qualified. Their terms shall expire at 7:30 p.m. on the first Tuesday in May of each year.
