§ 154.55 SANITARY SEWERS.
   (A)   General requirements for sanitary sewer improvements are as follows:
      (1)   Unless otherwise provided herein, the subdivider shall install sanitary sewer lines in compliance with construction standards and specifications governing sanitary sewer line installation approved by the Council and on file with the City Engineer. All plans shall be designed in accordance with the rules, regulations and standards of the City Engineer and the State Health Department. All items submitted in paper form shall also be submitted in digital form.
      (2)   All sanitary sewer lines shall be at least eight inches in diameter.
      (3)   To eliminate future street excavations, all underground utilities for sanitary sewer lines shall be installed before any final paving of a street shown on the subdivision plat.
      (4)   All new construction will require back flow preventers.
   (B)   For two-family and multi-family residential and nonresidential districts, sanitary sewage systems shall be installed to serve each lot and to grades and sizes required by the City Engineer and the State Health Department. No individual disposal system shall be permitted. Sanitary sewerage facilities shall be subject to the specifications, rules, regulations and guidelines of the City Engineer and the State Health Department.
   (C)   For low-density and single-family residential districts, sanitary sewerage facilities shall be constructed as follows:
      (1)   The subdivider shall connect with public sanitary sewerage facilities and provide sewers accessible to each lot within the subdivisions.
      (2)   In minor subdivisions only where a public sanitary sewerage system is not reasonably accessible, the subdivider may install individual sanitary sewerage systems, provided that the systems are approved in writing by the office of the City Engineer and the City-County Health Department.
