(A) Unless specifically excluded or excepted in this subchapter, no building permit or certificate of occupancy shall be issued for any new structure or change, improvement or alteration of any existing structure on any tract of land until the subdivider installs and constructs the following specified off-site improvements in conformance with the minimum standards and specifications established by the regulations related thereto:
(1) Permanent markers;
(2) Streets and alleys;
(3) Sidewalks;
(4) Water mains;
(5) Fire hydrants;
(6) Sanitary sewers;
(7) Storm sewers and appurtenant drainage structures;
(8) Fencing and permanent evergreen plant screening; and
(9) Natural features and amenities.
(B) In this subchapter, the phrase "required off-site improvements" shall refer to and mean the required improvements in division (A) above.
