§ 154.27 REVIEW AND APPROVAL OF PRELIMINARY PLAT.
   (A)   Copies of both the completed application and the preliminary plat shall be submitted by the city staff to appropriate agencies and utility companies for their review and recommendation.
   (B)   Each plat submitted for preliminary approval shall be placed on the agenda of the Planning Commission only after fulfilling the appropriate requirements of this chapter. However, a plat not meeting all the requirements may be placed on the agenda providing the subdivider presents with the plat a written request for specific exceptions and explains the reasons therefor. Notice of application for preliminary plat approval shall be sent to all property owners within 300 feet of the exterior boundary of the property to be platted. The notice is to be sent at least ten days prior to the regularly scheduled Planning Commission meeting at which time action has been requested.
   (C)   The Planning Commission shall approve, approve conditionally or disapprove the plat within 60 days of the date of its submission by the applicant, unless extended by mutual agreement, lithe preliminary plat is disapproved or approved conditionally, the reasons for such action shall be stated in writing, a copy of which shall be signed by the Planning Commission Chairperson and shall be attached to one copy of the plat and transmitted to the subdivider and City Council. Reasons for disapproval and conditional approval shall refer specifically to those parts of the plan or specific regulations which the plat does not conform. On conditionally approving a plat, the Planning Commission may require submission of a revised preliminary plat.
   (D)   (1)   City Council shall approve, approve conditionally or disapprove the plat within 90 days of the date of its submission by the applicant unless extended by mutual agreement, lithe preliminary plat is disapproved or approved conditionally, the reasons for the action shall be attached to one copy of the plat and transmitted to the subdivider.
      (2)   Reasons for disapproval or conditional approval shall refer specifically to those parts of the plan or specific regulations with which the plat does not conform. On conditionally approving a plat, the City Council may require submission of a revised preliminary plat.
