No lot, piece or parcel of land heretofore platted shall be subdivided or replatted and no instrument conveying a portion or part of the land or plat, scheme or plan of any nature, subdividing the lots, pieces or parcels of land shall be filed for record in the office of the County Clerk without the approval of the City Planning and Zoning Commission and Council.
