§ 154.06 ADMINISTRATION AND AMENDMENT.
   (A)   Applicable regulations. Subdivision review and approval, conditional approval or denial must be based on the regulations in effect at the time a subdivision application and preliminary plat is deemed to contain sufficient information for review. If regulations change during the element or sufficiency review, the determination of whether the application contains the required elements and sufficient information, and the subdivision review, must be based on the new regulations.
   (B)   The City Council may, from time to time, adopt, amend and make public rules and regulations for the administration of these regulations to the end that the public be informed, and that approval of plats be expedited. These regulations may be enlarged or amended by the City Council after public hearing, due notice of which shall be given as required by law.
