§ 153.19 PROHIBITED SIGNS.
   The following signs shall be prohibited:
   (A)   "A" frame, or sandwich board, or sidewalk, except within the CDB or MUD zoning districts. These signs maybe used on the sidewalk within these zone district as long as temporary, removed at the close of business daily and do not obstruct pedestrian/vehicular circulation or constitute a pedestrian/vehicular traffic hazard or nuisance;
   (B)   Wind signs as herein defined, except for temporary business promotion signs;
   (C)   Inflatable devices;
   (D)   Flashing signs. No sign shall display lights resembling the flashing lights customarily used in traffic signals or in police, fire, ambulance or rescue vehicles; nor shall any signs use the words, slogans, dimensional shape and size, or colors of governmental traffic signs;
   (E)   Illegally affixed signs. Signs painted or attached to natural features such as, but not limited to, trees and rocks, telephone and utility poles or fence posts;
   (F)   No sign shall obscure vision or views of the natural landscape or the larger urban area along arterial and collector streets and roads, nor shall any such sign be distracting to motorists;
   (G)   No sign shall be erected at the intersection of any street or road in such manner as to obstruct clear vision, nor shall any sign be erected at a location where, by reason of its position, shape or color, it may interfere with, obstruct the view of or be confused with any traffic sign, signal or control device;
   (H)   Obstructing signs. Those which obstruct any ingress or egress, including doors, windows or fire escapes;
   (I)   Off-premises signs. No outdoor advertising sign, billboard or other advertising media not directly related to the use of the premises on which it is located shall be permitted in any district except as a conditional use in such districts as are hereinafter provided. Any off-premises sign permitted as a conditional use shall be in harmony with the spirit and intent of these regulations. Temporary signs advertising open houses shall be allowed in accordance with § 153.15(E)(6);
   (J)   Open flames. Any open flames used to attract public attention to a place of business or to an advertising sign;
   (K)   Trailer signs;
   (L)   Portable or wheeled signs, including signs mounted on a support structure originally designed to be portable or to have wheels; (This shall not be interpreted to prohibit lettering on motor vehicles.)
   (M)   Revolving, rotating, strobing, beaming, blinking beams, flashing, reflecting or illuminating upon a public street, sidewalk or adjacent premises in a manner constituting a traffic hazard or nuisance shall be prohibited as a part of a sign display including signs in windows or as a device to attract attention. Flashing or blinking lights that are incorporated into an electronic changeable message board may be allowed as provided in this ordinance;
   (N)   Signs affixed. Signs affixed to trees or other natural vegetation, rocks, or to any structures or poles used for utilities;
   (O)   Signs continuously outlined with individual light bulbs or string of lights including lights that outline property lines, sales areas, or any portion of a structure and are intended to advertise or draw attention to a business or commercial activity, except as follows:
      (1)   Lights used temporarily as holiday decorations;
      (2)   Lights or other devices used on a temporary basis on parcels on which carnivals, fairs, or other similar temporary activities are held; or
      (3)   Lights or other devices used as design element within the CBD and MUD zone districts.
   (P)   Signs which emit smoke, visible vapors, particles, sound or odor or traffic controls;
   (Q)   Unpainted signs, broken signs and signs on vacated buildings shall be removed from the premises or repaired or renovated by the owners of the premises on order of the city building inspector;
   (R)   Curb signs;
   (S)   Signs which are placed on any curb, sidewalk, utility post or pole, hydrant, bridge, or other surface located on public property, except community banners authorized under § 153.05(A);
   (T)   Signs which obstruct free ingress to or egress from a required door, window, fire escape or other required exit way;
   (U)   Signs which are erected on or project into or over any public right-of-way, except a sign for which a permit has been issued in conformance with the requirements of this chapter, and except community banners authorized under § 153.05(A);
   (V)   Signs facing onto residential districts unless separated by a public right-of-way; (This prohibition shall not include projecting or free-standing signs located between the building and the street right-of-way at the locations permitted in § 153.15.);
   (W)   Signs or sign structures which:
      (1)   In any way obstruct the view of, may be confused with, or purport to be an official traffic sign, signal or device or other official sign;
      (2)   Use any words, phrases, symbols or characters implying the existence of danger or the need for stopping or maneuvering of a motor vehicle;
      (3)   Create in any other way an unsafe distraction for motor vehicle operators; or
      (4)   Obstruct the view of motor vehicle operators entering a public roadway from any parking area, service drive, private driveway, alley or other thoroughfare.
   (X)   Signs or sign structure which are structurally unsafe or are capable of causing electrical shocks to persons likely to come in contact with the same;
   (Y)   Signs which bear or contain statements, words or pictures of an obscene, pornographic or immoral nature;
   (Z)   Signs which advertise an activity, business, product or service no longer conducted or available on the lots upon which the signs are located, except community banners authorized under § 153.05(A); and
   (AA)   Signs not on the lot which they serve or any other signs not pertinent and clearly incidental to the permitted use on the lot where located; provided that this restriction shall not apply to signs of institutional uses nor to any commercial message displayed within the confines of a spectator activity facility, except community banners authorized under § 153.05(A).
