§ 153.02 PURPOSE, INTENT AND LEGISLATIVE INTENT.
   (A)   Purpose. It is the purpose of this chapter to establish effective sign regulations, which recognize public as well as private interest and investment in our environment, and which regulate the number, size and location of signs; to enable the public to locate goods, service and facilities without difficulty and confusion, to prevent wasteful use of natural resources in competition among businesses for attention, and to protect the health, safety, welfare, enjoyment and continued attractiveness of the community.
   (B)   Intent. The regulations contained in this chapter are intended to protect property values, create a more attractive business climate, enhance and protect the physical appearance of commercial and industrial areas, prevent the deterioration of areas of scenic and natural beauty and, in general, promote a desirable community environment through the regulation of existing and proposed outdoor signs. These regulations are further intended to reduce potential traffic hazards from distracting and obstructing signs and to reduce hazards that may be caused by signs projecting over public rights-of-way. It is further determined that signs which may lawfully be erected and maintained under the provisions of this chapter are consistent with ordinary usage, and that signs which may not lawfully be erected or maintained under the provisions hereof are not consistent with customary usage, are an abuse thereof and are an unwarranted invasion of the right of legitimate business interests and of the public. Additionally, these regulations are designed to define and prohibit unsafe signage; as well cause the removal of abandoned and nonconforming signs while promoting and protecting the health, safety and welfare of the community.
