§ 151.27 REGULATIONS; DRILLING CASE; CAPPING AND PLUGGING.
   (A)   In all water wells drilled in the city, the driller shall fix, install or set a minimum of ten feet down hole of surface pipe or casing and shall use throughout, standard metal casing and pipe, either black or galvanized, plastic P.V.C. or A.B.S. pipe. In all other respects, the water well drillers shall meet the minimum requirements established and published by the Environmental Health Service or the State Department of Health. No mud shall be permitted to escape on any street or public way but shall be hauled away and disposed of so as not to injure the streets, drainage systems, other public, or private property.
   (B)   While conducting drilling operations of water wells, the driller shall have posted on his or her drilling rig in a prominent place the license number assigned him or her by the City Clerk.
   (C)   Should a well be non-productive of water, the driller shall satisfactorily cap and plug the well so that the same will not be dangerous to persons or animals. If the well is productive of water, but is later abandoned, the owner shall plug and cap the same.
