(A) The City Manager is hereby authorized to promulgate the rules and regulations as are necessary to enforce and implement the provisions hereof and the regulations when reduced to writing and approved by the City Council shall have the same force and
effect as if same were set out in full in this subchapter.
(B) A violation of any rule or regulation so adopted shall constitute a violation of this subchapter.
