At least 200 feet below freshwater sands a surface casing shall be set in each well after notification of intention to do so has been given to the Conservation Department of the State Corporation Commission whose representatives shall be entitled to inspect the installation thereof and direct the type and amount of cement to be used in cementing the hole. The cement shall be poured to the surface until it circulates out and tested to the maximum necessary.
