Section 907.1 of the Mechanical Code is deleted, and the following is substituted therefor:
“1. No incinerator shall be constructed, erected or replaced in the city after April 4, 1978. Any incinerator lawfully existing as of the date may continue to operate so long as it is operated in compliance with this section.
2. No person, firm, or corporation shall use, operate or burn any matter in any incinerator until a license has been issued therefor and a tax paid as provided.
3. Nothing contained in this section shall authorize or permit any person, firm or corporation to maintain and use an incinerator in a manner as to become a nuisance or annoyance to the neighborhood.”
