The duties of the Council shall be those prescribed by law, Charter and ordinances of the city. The Council may regulate the number and classes of positions of employment in various offices, departments and agencies of the city government and determine the salaries, wages and compensation to be paid all officers, assistants and employees of the city. Except as otherwise provided by Charter or ordinance, all employment regulations may be by resolution or motion. Where a regulation is by resolution, it shall be entered at length in the resolution book. Where a regulation is by motion, it shall be entered at length in the minutes.
