No person shall discharge any species of firearms, air guns or weapons, except as follows:
(A) Police officers or those impressed into peace officers' duties by the Police Department, may in the performance of their duties, discharge firearms as the occasion warrants; or
(B) Firearms may be discharged in an approved shooting gallery or on an approved shooting range, but not until the shooting gallery or shooting range has been approved by the Chief of Police and a permit issued to the owner or operator to conduct the shooting. The Chief of Police shall inspect each place for which a permit is requested for a shooting gallery or shooting range and a permit shall be issued if the Chief finds that the gallery or range is arranged with adequate safeguards so as not to endanger the public, and if he or she finds that the shooting gallery or shooting range is operated and supervised in a manner so as not to endanger the lives of persons and property including those participating in the shooting.
