(A) It shall be unlawful and an offense for any person, firm or corporation to tamper with, pilfer or remove the contents of a container intended for the disposal of solid waste without the express consent of the owner or occupant of the property upon which the container for disposal of solid waste is kept.
(B) For purposes of this section, containers for disposal of solid waste shall include commercial dumpster bins, trash or garbage cans, plastic or paper trash bags or other similar containers containing solid waste for disposal by the city's solid waste service.
