(A) At the time that a member of the public presents a comment or opinion, request, proposal and the like to the Council, the Mayor and Council shall be permitted 90 days to evaluate, request and receive staff information and respond.
(B) The presentation by the same member of the public of the same subject will not be permitted again until 90 days has elapsed.
