The non-exclusive franchise and the rights, privileges, obligations and authority thereby granted shall take effect and be in force, as provided herein, within 30 days from and after final adoption by the city and shall continue in full force and effect for a term of up to 20 years from date of acceptance by grantee, however, subject to the right of the city or grantee to terminate the franchise, as provided herein or in a franchise.
