No person shall construct, install, maintain or operate on or within any street any equipment or facilities for the distribution of cable service over a cable system to any subscriber unless a franchise authorizing the use of the streets has first been obtained pursuant to the provisions of this chapter and thereafter only while legally operating under the terms and provisions of the franchise.
